""that in case an employe who is permanently and totally disabled becomes an inmate of a public institution, * * * no compensation shall be payable during the period of his confinement in such institution, unless he has * * *"" dependents, is applicable to such a situation notwithstanding his compensable disability may have been partial and his total disability may have been subsequently derived from non-compensable causes.
